As seen in the picture if a car stops partly in disabled route then next car does not recognise it and drive into. I have checked they are in the same route. It does not occors if both are in enabled routes. The last car in hard mode so physical contact possible.

Easy: Don't disable tracks!

This is not solution.

The traffic signal must change and car which in range must stop. This found yourself in disabled place when can not move.

But it is not reason for next to drive into.
